The Asian Development Bank has confirmed it is willing to finance the Mindanao Railway Project, with Country Director Andrew Jeffries telling BusinessWorld the bank stands ready through ODA loans or public-private partnership advisory support. The reassurance revives a flagship transport program that stalled after the Philippines withdrew its Chinese loan request in 2023. Phase 1, valued at P83 billion, will run between Tagum and Digos, carry an estimated 122,000 passengers daily, and slash the Tagum-Digos trip from three hours to one. The Department of Transportation is now exploring a PPP structure, with ADB noting private capital could fund portions much as it did for Mactan-Cebu Airport. Separately, the PPP Center completed the pre-feasibility study for the P100.64-billion Phase 3, a 61-kilometer passenger and cargo line serving Cagayan de Oro, which now moves to comprehensive feasibility review.
