The Department of Public Works and Highways' proposed Naawan–Opol–Cagayan de Oro City–Villanueva Expressway is drawing renewed attention as a priority Public-Private Partnership project for Northern Mindanao, listed under the Philippine High Standard Highway Network Program and the country's Infrastructure Flagship Projects. The full-access, controlled toll expressway will run 77.8 kilometers parallel to the heavily congested Butuan–Cagayan de Oro–Iligan Road, split into a 34-kilometer Phase 1 and a 43.8-kilometer Phase 2 of at-grade roads, viaducts, causeways and interchanges. It will traverse two cities and nine municipalities—Villanueva, Tagoloan, Cagayan de Oro, Opol, El Salvador, Laguindingan and Naawan among them—decongesting the region's only highway, speeding goods delivery, and unlocking tourism corridors along Macajalar Bay.
