The Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE) and the Philippine Retirement Authority (PRA) signed a landmark Memorandum of Agreement on May 21, 2026, at PRA's Makati headquarters, formally positioning the Zamboanga Peninsula as a retirement and investment destination for foreign nationals. Under the pact, ZAMBOECOZONE will promote the SRRV program to prospective investors and help convert visa deposits into active economic zone assets, while PRA trains ecozone focal persons and expedites application reviews. The agencies will also build a shared ICT platform for visa tracking, extending security protocols first established under a June 2025 Bureau of Immigration MOA. The deal follows a June 17 sit-down with the Mindanao Development Authority to align regional growth priorities across fisheries, agribusiness, manufacturing, and logistics.

Real Estate Outlook

SRRV deposits, which qualifying retirees can convert into Philippine real estate and business holdings, point to fresh demand for residential and mixed-use development within the ecozone footprint. Early movers in condominium, retirement-village, and commercial leasing near ZAMBOECOZONE stand to capture first-mover pricing as the foreign-retiree pipeline builds.
